The Joint Health and Social Care Self Assessment Framework was introduced by learning disability services as one of the measures responding to the appalling events at Winterbourne View. In ‘Transforming Care’, the Government’s final report on their
investigation of these events, published in December 2012, NHS England and the Association of Directors of Adult Social Services pledged to develop a method for a joint annual self-review of local services.
